This needs to be explained better. Is it an image of the buildings nearby? that would be acceptable? If we are told its random cloud formation, then its obviously BS, no way would it just happen to look like a city by pure chance. You can explain away anything given some time to come up with an explaination. Imagine if you will, that this was somehow genuinely a city in the sky (eg a city using cloaking or whatnot – not saying it is btw). But then we would have observed it appear, but we allowed some offiical BS excuse to cover it up. I am 100% for science, but sometime we need to be clearer.

Parallel universe, no. Might be some super sneaky stealth to cloak an entire city. Or more likely, due to the smog the amount of water in the atmosphere is creating a parallel city in the air, similar to the way a camera flips an image in the lens and then flips it back again so that it is the right way up. I am going to go with some sort of optics phenomenon that causes a mirror effect in the air causing it to look like a floating city.
