I haven’t updated my 4S, but I did briefly update my iPad 2 (which has similar hardware) when iOS9 first came out. Because I had constant app crashing (including Apple’s Safari) I downgraded before that window closed, but if you go to the support forums, there are quite a few folks who have essentially unusable iPad 2s now. The easiest solution for this would be for Apple to begin signing iOS 8.4.1 (which while slower than iOS7 was still usable) for the 4S and iPad 2, but that would involve them admitting they screwed up by allowing those old devices to download iOS9.
Apple, like every other tech company, relies on folks constantly wanting the latest and greatest rather than holding onto the older hardware. Normally they do it by just stopping upgrades so that eventually there are enough apps you would like to use that you need to upgrade because they won’t run on older devices. With iPhones, better camera is one big way to entice folks to upgrade, but with iPads not a lot of incentive to upgrade.
