A complaint has been filed with the Utah Judicial Conduct Commission against Juvenile Judge Scott Johansen in Utah’s 7th district by Valerie Bruno of Price. Bruno’s daughter, eleven years old, and a friend were in juvenile court for phone harassment of a girl in Colorado and using scissors to cut a three year old’s hair. The judge ordered 276 community service hours and thirty days of detention for Bruno’s daughter.

Bruno then took Johansen up on an offer to cut the girl’s ponytail in the courtroom in exchange for a 150 hours being taken off the sentence of community service. The three year old’s mother Mindy Moss is in support of the judge’s decision. Moss was afraid the girls’ behavior would escalate when she called police about the girl cutting her daughter’s hair.
